In a significant development, the Central Information Commission (CIC) has ordered the Prime Minister’s Office (PMO) to disclose information about the quantum and value of black money brought back from abroad and information regarding deposition of such amount in the accounts of the citizens. It gave the PMO 15 days to provide the information.


The commission has also directed the PMO to provide copies of all complaints it has received against serving Union ministers on corruption charges and the action taken copies of inquiries conducted regarding these charges.

Chief information commissioner Radha Krishna Mathur passed these orders while hearing an appeal filed by Magsaysay awardee and whistle-blower Indian Forest Service (IFS) officer Sanjiv Chaturvedi.

His request for information about quantum and value of black money brought back from abroad and information regarding deposition of black money in bank accounts of common citizens was denied by the PMO stating that it is not coveresd under Section 2(f) of the RTI Act.

Submitting that the information is in “public interest,” Chaturvedi had argued before the CIC was that the Prime Minister had repeatedly promised people in ‘Mann Ki Baat’ that black money deposited abroad would be brought back into country. Therefore, effort definitely would have been made by the PMO in this regard and in view of categorical commitment and assurance given by Prime Minister, they may have succeeded also, he added.

The CIC also directed the PMO to provide copies of all information/documents related to action taken on Chaturvedi’s request on corruption in the All-India Institute of Medical Sciences (AIIMS) and role of Union health minister J P Nadda in the same and request for an inquiry.

“The respondent (PMO) is directed to give specific reply/ information on the RTI application dated August 7, 2017 to the appellant (Sanjiv Chaturvedi), within 15 days from the date of receipt of this order,” the CIC said in its orders released on Friday.

The PMO has also been directed to provide the senior IFS officer information about the decision taken on his requests, made on September 26, 2014 and December 5, 2015, seeking an appointment with the Prime Minister.

The commission directed the PMO to forward Chaturvedi’s plea seeking information regarding money spent by Union government on the advertisement-related to publicity of the Modi government to the information & broadcasting ministry.

Chaturvedi, presently posted in Uttrakhand, had approached the CIC after the PMO had denied him information sought under the RTI Act.

In his application, submitted to the PMO on August 7, 2017, Chaturvedi had sought miscellaneous information regarding corruption charges against Cabinet ministers/IAS officers, black money, details of various projects such as ‘Make in India’, ‘Skill India’, ‘Swachh Bharat’ and ‘Smart City Project’ etc.

The PMO had provided him information on some points and refused to reveal details of several issues. Aggrieved, Chaturvedi had filed an appeal before the CIC on November 15, 2017
