I am a resident of #2538, Sector 27-C, Chandigarh. On the day of 30th November, 2013, at around 3:30 P.M., having crossed the traffic lights separating Sectors 28 & 29, I was stopped merely around 250 metres ahead on the main road leading to Tribune Chowk, by a traffic police officer named Mr. Satpal, who charged me with over speeding. He demanded my driving licence which I produced and without even hearing my protest as to the validity of his charge of over speeding against me, he filled out the chalaan and confiscated my licence. When I asked him to show me the speedometer on which he based his charge against me, he ignored me and marched forward and subsequently misbehaved with and harassed me in front of all the officials for wasting his time. My wife Dr. Ashu Sethi, called PCR from her mobile No. 9878058696, who come to the spot, complaining of his misdemeanor but nobody helped. The main dubious role was of so called Marshal, who was a mute spectator on the spot but only came out of the bushes when PCR arrived. The incidence occurred in his presence but he did not intervene at all. While conversing with the other officials on duty, they affirmed that the alleged officer’s misbehavior is a routine.
With all due respect, I wish to register a complaint of harassment and misbehavior against Mr. Satpal as it was a violation of human decency with which he misbehaved with me, and also question my charge, because within an area of barely 250 metres, a normal person can't over speed at 70-80 km/hour as charged by Mr. Satpal. I sincerely hope that my grievances will be addressed with your prompt response and that some action against the alleged Mr. Satpal will be taken. I will be highly grateful for the same.
