भाजपा नेता व वार्ड नंबर-18 से पार्षद सतिंदर सिंह ने नरेंद्र मोदी को पत्र लिखकर शहर में Metropolitan Planning Committee / जिला योजना समिति(डीपीसी) बनाने की मांग की है। उनका कहना है कि ब्यूरोक्रेट्स सेटअप की वजह से शहर में यह लोकतांत्रिक व्यवस्था अभी तक लागू नहीं हो सकी है। सिंह ने इसे देश के संविधान के 74वें संशोधन का उल्लंघन भी कहा है। उन्होंने कहा कि जिला योजना समिति का गठन न होने के कारण नगर निगम की व्यवस्था में भी मजबूती नहीं आ रही है, जिसका खामियाजा शहरवासियों को भुगतना पड़ रहा है। दूसरी ओर अफसरशाही भी शहर में हावी होती जा रही है।
सिंह ने कहा कि अक्तूबर-2006 में शहरी विकास मंत्रालय, चंडीगढ़ प्रशासन और नगर निगम के बीच एक करार हुआ था। जवाहरलाल नेहरु नेशनल अर्बन रिनुअल मिशन(जनरम)के तहत हुए इस समझौते के तहत चंडीगढ़ में तीन सालों के अंदर जिला योजना समिति का गठन किया जाना था। अब आठ साल बीत चुके हैं, लेकिन अभी तक समिति का गठन नहीं हुआ है और न ही प्रशासन ने इसमें कोई रूचि दिखाई है। इस कारण सिटी ब्यूटीफुल में लोकतांत्रिक व्यवस्था स्थापित नहीं हो पा रही है।

         भाजपा पार्षद सतिंदर सिंह ने यूटी के ड्रा ट मास्टर प्लान-2031 पर भी आपत्ति जताई है। सिंह ने कहा कि समझौते के तहत प्रशासन को मास्टर प्लान-2031 तैयार करने से पहले इसे मंजूरी के लिए नगर निगम में लाना ही होगा, लेकिन अभी तक लोकल बॉडी के पास यह मास्टर प्लान नहीं लाया गया। अब 19 जून को एडवाइजरी काउंसिल की बैठक होने जा रही है, जिसमें ड्रा ट मास्टर प्लान-2031 पर चर्चा होगी।

Subject:  Request for  directing the Chandigarh Administration to enforce the reforms  undertaken at the time of executing the agreement   under JNNURM ( as provided under 74 th amendment of the Constitution of India)  in order to strengthen the democratic set up in the City beautiful Chandigarh.

The Chandigarh Administrators of the times, including the present one, (happened to be Governor of Punjab), have failed to enforce 74 th amendment of Constitution of India  in the letter and spirit at Chandigarh particularly even  after execution of agreement between Government of  India ,Ministry of Urban Development ,Chandigarh Administration and Chandigarh Municipal Corporation.

It  is relevant to state here that the Memorandum of Agreement was executed between Government of  India ,Ministry of Urban Development ,Chandigarh Administration and Chandigarh Municipal Corporation in October 2006 Under JNNURM (Jawahar Lal Nehru Urban Renewal Mission) which is followed by Check list for urban reforms as mentioned under 74th amendment of the Constitution of  India. The Chandigarh Administration had under taken number of commitments which had to be completed in the stipulated period under that agreement.

Besides many undertakings, the Chandigarh Administration has categorically stated that the steps are being taken to set up the Metropolitan Planning Committee. It has further stated that the issue to set up the MPC is pending with MHA, Government of India for necessary action. It is further under

 

 

 

 

taken by the Chandigarh Administration that the MPC would be constituted within three years.

The Citizens of Chandigarh are in the dark with regard to the status of the above said committee which is not formed till date with the ulterior motive thereby causing loss to the democratic set up of the City beautiful. It is this Committee (MPC/DPC) which will decide the policies and Draft plans required for the residents of Chandigarh as described under 74th amendment.

The other most important issue is with regard to “Chandigarh Master Plan 2031” of the City beautiful. The Chandigarh Administration   is not following the procedure as per reform agenda as envisaged under JNNURM. The Chandigarh Administration has categorically stated that Master Plan and/ or CDP has been approved by ULB vide specific resolution (page 12). It means that  the Draft of  Chandigarh Master Plan 2031 must be placed before the Corporation for its approval but for the best reasons known to the Administration, the draft of  Master Plan 2031 has not been placed before Corporation for approval till date.

The act of the  Advisory Council meeting presided by the Administrator to be held on 19.6.14 ,which is going to discuss “ Draft Master Plan 2031” is totally uncalled  and unethical in view of the facts mentioned above.

The Chandigarh administration under the Administrator is not giving the required strengths to the ULB and is not in favour of Creating MPC which would curtail its powers. The City beautiful is being run by bureaucratic set up giving them unlimited powers and it is not out of mention that the city beautiful is being seen by the bureaucrats  as the “Plum Postings” and the residents of the city are the sufferers.

So, the undersigned request you to look into the matter and get it examined so the road for the creation of MPC/DPC would be cleared and all other reforms

 

 

 

which are good for the ULB  i.e. Municipal Corporation  ,Chandigarh may kindly be enforced  in the larger interest of the residents of the City Beautiful.
