Three days after The Tribune highlighted how ‘Ek Aur Sudhar’ cell of the Manohar Lal Khattar government, mandated to roll out new administrative reforms every month, had virtually become defunct, the Haryana Government on Wednesday decided to make it ‘proactive’.

From the next month, the special cell would look into issues relating to ‘lal dora’ (area beyond which construction is not allowed) across nearly 6,800 villages in the state.

Principal Secretary to Chief Minister Rajesh Khullar directed the Project Director of the ‘Ek Aur Sudhar’ cell Rocky Mittal to work out the modalities of the new reform relating to ‘lal dora’ from the next month.
Sources said Mittal had been asked to collect feedback from villages across the state relating to issues, including the registration of sale deeds, within the ‘lal dora’ and its extension.

Confirming that he had been asked to get feedback from people on the directives of Chief Minister Manohar Lal Khattar, Mittal said he would start touring the state soon to have detailed deliberations with stakeholders, including villagers, elected representatives and social organisations.


A committee, constituted by the state government under the chairmanship of Finance Minister Capt Abhimanyu, has already seized the matters relating to ‘lal dora’, especially its extension

Lakhs of constructions outside the “abadi deh” of the villages are awaiting regularisation. Villages alleged that while the state government was regularising illegal colonies in urban areas, it was indifferent to residents of villages as construction on their plots was deemed illegal.
