Some of Mumbai’s most powerful and popular personalities figure on the traffic police’s list of offenders who haven’t paid the fines despite being issued e-challans.

Two days after this newspaper reported that the cops are yet to recover Rs 119 crore from Mumbaikars who have been e-challaned for violations such as speeding, jumping the signal, driving into no-entry zones, and not halting in front of zebra crossings, it has emerged that a few vehicles involved in such violations belong to the family members of Bollywood superstar Salman Khan, state transport minister and senior BJP leader Diwakar Raote, MNS founder Raj Thackeray, his nephew and Yuva Sena president Aaditya Thackeray.


Vehicles owned by comedian Kapil Sharma, and those used by Mayor Vishwanath Mahadeshwar, NCP leader Ajit Pawar, and state BJP spokesperson Ram Kadam have also been issued multiple e-challans and the fines are yet to be recovered.

An investigation by this newspaper revealed that vehicle number MH 02 BY 2727, registered in the name of Salman’s brother Arbaaz Khan’s film production company (Arbaaz Khan Production Pvt Ltd), has been involved in four violations for speeding between January and July this year. The vehicle owner has been fined Rs 4,000, which hasn’t been paid.

This newspaper contacted Salman Khan’s staff, who said the actor and his family members never got an alert about the penalties. “There have been fines against the car (but) we should have got the intimation from the traffic police on the same. We haven’t received any alert. We would have paid the fine immediately had we received an alert,” a source close to Salman said.

Similarly, a car used by Aaditya Thackeray (MH 02 CB 1234) has been involved in six instances of speeding beyond the specified limit between December 2016 and May 2018, and the owner has been fined Rs 6,000 (Rs 1,000 for a single instance of speeding), but not even a single fine has been paid.

Harshal Pradhan, an aide of Aaditya, said the Yuva Sena president wouldn’t be aware of the violations which could have been committed by his drivers. “Aaditya respects the law. He wouldn’t have received the alerts from the cops,” he said.

In the case of Kapil Sharma (MH 04 Fz 770), the vehicle is registered in his name, and has a fine of Rs 2,000 pending against it.

Statistics obtained by this newspaper through a right-to-information query revealed that between October 2016 – when echallans were introduced -- and June this year, the traffic police issued over 53 lakh etickets amounting to Rs 172.44 crore in fines. Of these, fines worth only Rs 53.8 crore have been settled (‘E-challans: Mumbaikars owe traffic cops Rs 119 cr’, MM, August 8).

In some cases, those with pending fines have refused to pay saying they had been wrongly ticketed. Some motorists have said they were not even present at the spot where the alleged violations were recorded. For example, a Mumbaikar now residing in the US has been issued a fine for an auto.

In the case of the VVIPs, however, there is no ambiguity as many use special registration number that costs lakhs of rupees. Raj Thackeray, for instance, uses a vehicle with a registration number MH 46 J 9, and there is an unpaid fine of Rs 1,000 for using a fancy number plate (in Marathi) and another Rs 200 for not halting before the zebra crossing.

Unpaid fine against transport minister’s son’s Merc

In April this year, a Mercedes (C class, registration number MH 06 BE 4433) was penalised for speeding beyond the limit and an e-challan was issued for Rs 1,000. The car belongs to state transport minister Diwakar Raote’s son Umesh.

Sena workers who work closely with Raote said the minister may not be aware of the penalty. “He is a stickler for rules. The violation may have been committed by the driver when Raote saheb wasn’t present in the car,” a Sena worker said. Mayor Mahadeshwar, who uses a vehicle registered in the name of the executive engineer, transport department (MH 01 CT 1935), said he couldn’t be bothered about such offences as it was his driver’s responsibility to ensure the fine was paid. “It is not my lookout to check whether the fine has been paid. It is the responsibility of my driver,” Mahadeshwar said. For the records, the vehicle has three offences of speeding (on April 3, May 14, and June 16 this year) and pending fine of Rs 3,000.

Arjun pays the fine, Kadam says car sold

Actor Arjun Kapoor’s whose car (MH 02 EP 2600) is registered in his name, had three cases of speeding (April 28, May 6, June 30 this year). Yesterday evening, after this correspondent got in touch with his staff regarding the unpaid fines, the amount was paid within minutes of our call (see screenshot).

Ram Kadam, meanwhile, said the car (MH 04 FA 4444, registered in the name of a firm called M/s Shivraj and Dhondu Builders Pvt Ltd), which has five instances of speeding between 2017 and 2018, had been sold a long time ago.

Senior traffic police officials told Mirror that people have been misusing the e-challan system. “The traffic department had asked owners to register their vehicles and update their mobile number on the Mumbai Traffic Police website, which obviously, not many have bothered to do so. People are not paying fines because there is an option to pay online and nobody is actually forcing them to do so,” the officer said
