Panchkula police lodge FIR in fertiliser scam

The Panchkula Police have lodged an FIR in connection with the procurement of organic manure scam in the Haryana Agriculture Department.

The FIR was registered on the complaint of the Haryana Chief Minister Flying Squad.

According to the investigation conducted by the Haryana CM Flying Squad, the state Agriculture Department procured organic fertiliser in 2014-15 through the Haryana State Co-operative Supply and Marketing Federation Limited (HAFED). However, a complainant provided samples of the organic manure purchased to the CM Flying Squad and the test report confirmed that the department procured low-quality compost instead of the organic fertiliser.

In the inquiry report, it was stated that officials of the Agriculture Department and HAFED violated the fertiliser control order, 1985, and purchased low-quality compost, but made payments for high-quality (organic manure) fertiliser to the firm. The act of the officials have resulted in financial loss to the state.

Similarly, in 2015-16, the Agriculture Department had procured organic manure through HAFED and the Haryana Land Reclamation and Development Corporation (HLRDC), but the inquiry report had revealed discrepancies with respect to the samples shown by the officials concerned. The Squad have found the involvement of officials of the Department, HAFED and the HLRDC and lodged an FIR under Section 177, 409, 420, 465, 467,468, 471, 120 B of the IPC and Section 13 of the Prevention of Corruption Act.
