K’shetra University withholds appointment of 5 PhD holders

Kurukshetra University has put on hold the appointment of at least five PhD holders in various colleges.
As per information, the selected candidates have been asked to furnish certificates of their respective PhD guides with the university to check if they are in accordance with the guidelines of the University Grants Commission (UGC).
As per rules, a PhD scholar can complete his academic work under the supervision of only a regular teacher at a university or a college/institute where she or he is enrolled.
Prof Rajneesh Sharma, Dean, colleges, said action of writing back to the college selection committees was taken on the basis of a UGC notification issued on July 6, 2015. He said the appointments were for non-science subjects.
According to the circular, “The universities hiring services of supervisors, who are not regular teachers in the university or its affiliating postgraduate colleges awarding MPhil/PhD degree, are working in violation of the UGC regulations of 2009.”
Sharma said in November 26, 2015, through a written order, the KU had decided to put six private universities under its strict vigilance during appointment or promotion. Of these six, two were based in Sikkim, one each in Nagaland, Meghalaya, Himachal Pradesh and Rajasthan.
He said there were inputs that these universities were allowing teachers outside its campus to be the guides for PhD students.
“It is a clear violation of the UGC rules. Appointment committees have been asked to scrutinise credentials of the degrees awarded by the university. As these five appointments came to the KU for final approval, the candidates of suspicious institutes have been asked to prove that they completed their degrees from the main campus,” said the Dean.
However, a senior faculty member said during job interviews in colleges in November last year, it was observed that several candidates appeared with PhD degrees from a private university in Rajasthan.
The KU sources said it was suspected that a few teachers might have already been employed at the university and colleges affiliated to it, with degrees awarded by suspected universities.
